Keep pays. Hold waits for evidence. Bin records the miss. Duplicate scraps stay loose so the tear sheet can say what was not paid.
Closed drawers publish accepted clippings, binned count, payout totals, cutoff time, source links, and one editor note. If it made the spike, somebody got paid.
